Summary

Main Duties and Responsibilities:

1. To diagnose, advise and supervise the repair of faults in relation to Water Safety, associated engineering services, mechanical and plumbing installations (where appropriate), plant and equipment, to deal with new situations as they arise and to pass on complex technical knowledge to other staff, contractors, patients and visitors.

2. To be conversant in the use of all relevant tools, equipment and test instruments to meet the requirements of Standard Codes of Practice.

3. To understand and apply the principles of ‘Root Cause Analysis’ when attending to maintenance and repair tasks with the aim of implementing a Reliability Centred maintenance strategy at St. George’s.

4. To use computer based control and monitoring systems such as the TREND BMS to co-ordinate fault diagnosis of various building services installations, i.e. ventilation systems, hot and cold water services and Low Voltage electrical distribution systems.

5. Utilise, monitor, control and adjust the Building Management Computer System (BMS). To pro-actively monitor plant and equipment installed to provide a comfortable, safe environment for patients, visitors and trust employees and to seek opportunities to reduce energy consumption

6. Prioritise, plan and co-ordinate their own work activities and workload of all other lower grade staff of their core discipline to meet service requirements. This will include the development of risk assessments and method statements to ensure safe systems at work at all times.

7. Performs tasks which are often complex and/or non-routine. Providing technical assistance for lower grade staff and contractors ensuring compliance with Trust safety standards and procedures for all building services engineering installations.

8. Assist higher skilled graded staff on new work and repairs.

9. To perform a wide range of work for other building and engineering service disciplines. This shall require the post holder to carry out multi-skilling tasks. A provider of high quality local and specialist healthcare services for south west London, Surrey and beyond

10. To instruct and advise others on technical aspects and features of their own work.

11. Collect, collate and assimilate technical information to support performance monitoring of maintenance activities.

12. Assist management undertaking and witnessing detailed commissioning tests.

13. Co-ordinate repairs, maintain and efficiently run plant and equipment to optimise energy efficiency and plant availability at all times.

14. Review and retrieve technical information in the department’s archives (hard and electronic copies), collate and copy as required for use by others. Ability to open, view and plot drawings using AutoCAD with training.

15. To liaise with manufacturers regarding Water Safety or equipment failures and to arrange the supply of goods and services under maintenance contract and/or direct contract.

 

 

16. To co-ordinate reactive and planned maintenance for Water Safety, mandatory testing and associated new works as directed by Engineering Managers/Supervisors in accordance with the relevant Health Technical Memorandum (HTM).

17. To activate / changeover of plant and / or it’s safe isolation in the event of a malfunction or breakdown.

18. To interpret and work from all instructions, drawings and specifications appropriate to his/her trade.

19. To set out new work or set up new production appropriate to his/her trade using relevant instruments and machinery.

20. To be able to work overtime at short notice if available to do so, depending on the needs of the Trust.

21. To report all defects impacting on service delivery to Water Safety Services Manager/Supervisors and any remedial action taken.

22. To ensure that all policies and procedures laid down by the Trust are strictly complied with.

23. To identify and report faults / breakdowns that require the attendance of specialist support contractors and to co-ordinate the repairs carried out by the contractor.

24. To demonstrate knowledge of a wide range of workshop safe practices.

25. To comply with ‘Permit to Work’ systems for in-house staff and contractors, i.e. asbestos, hot works, Low voltage electrical isolation, etc.

26. To undertake work in hazardous areas taking all safety measures to prevent danger, avoid injury and damage to equipment and personnel.

27. To carry out the erection and use of step ladders, ladders, scaffolding, mechanical handling, etc where required.

28. To ensure that safe Systems of Work are in place and being maintained.

29. Contribute to the creation and update of estates Standard Operating Procedures

30. To participate, where appropriate, in the development and implementation of the Trust’s approach to National Care Standards, to ensure full compliance with CQC requirements.

31. This is a broad summary of tasks and responsibilities to be carried out within this role. The post holder may be asked to carry out duties of a similar nature bearing in mind their capabilities. Resources:

1. To ensure services are provided within approved budgets.

2. To actively participate in the identification cost improvement opportunities on an ongoing basis.

3. To be responsible for the efficient use of the Estates Budget.

4. Undertake feasibility studies and provide cost estimate and cost advice for alterations and improvement works and minor capital projects.

 5. Human Resources:

1. To be responsible for Water Safety Services Assistants, Maintenance Assistants and Apprentices while working together. Additionally, agency and/or contract staff when required.

2. To participate in ongoing training and personal development programmes as identified at Individual Performance Reviews and to meet service needs. These training courses will be provided both in-house, off site and may include residential courses. Implement skills and knowledge acquired on training courses and pass on to colleagues accordingly.

3. To follow the Trust Values and Behaviour Policy.

Information Resources:

1. To ensure that all maintenance data is recorded within the CAFM Systems (currently Planet & Zetasafe), and that the appropriate records are maintained within logbooks, plant rooms or alongside relevant equipment.

2. Maintain accurate detailed records of all maintenance activities i.e. labour bookings, 'Indirect time' bookings, maintenance activities etc. as requested by Supervisors and Managers to facilitate accurate performance monitoring and reviews of Estates Department operations.

3. To always ensure confidentiality in line with Trust policy.

4. To ensure sufficient information is provided to the Engineering Supervisor to enable Drawings, Asset Registers and CAFM Systems to be updated following the completion of any alterations carried out during your work.

Meeting Customer Requirements:

1. To actively support the matron role and ensure the smooth implementation of the matron’s charter, negotiating with domestic contractor to ensure compliance.

Communications and Working Relationships:

 1. To communicate on a wide range of estates and facilities issues to staff at all levels of the organisation

2. Communications with the above can be both written and verbal and related to a wide range of estates and facilities issues.

3. The Post holder will be expected to utilise all forms of communication systems available to the Estates (Site Services) Team including multifunction two-way radios, bleeps, pagers, portable (palm top) computers and other systems as and when they become available

Mandatory and Statutory responsibilities:

 

1. The post holder shall wear Personal Protective Equipment which, includes the uniform provided by the Trust when carrying out their duties and wherever possible have a neat and tidy appearance at all times.

2. Carry out regular inspections and testing of buildings and engineering plant including safety audits, safety inspections and risk assessments to provide a safe and effective environment for all patients, staff and visitors.

3. To be responsible for the supervision of Contractors whilst working with them on site and organisation of any services provided. This includes the witnessing of works and/or signing of job sheets.

4. Ensure compliance with all relevant legislation, guidance and best practice applicable to the healthcare estate.

5. To have responsibility for the Health, Safety and Welfare of self and others and to comply at all times with the requirement of the Health and Safety Regulations.

6. To ensure confidentiality at all times, only releasing confidential information obtained during the course of employment to those acting in an official capacity in accordance with the provisions of the Data Protection Act and its amendments.

8. Work Circumstances and On-call:

1. The Trust estate is in use 24 hours a day and the post holder will be part of the emergency arrangements within the directorate to respond to an emergency. This is to provide support in the event of an emergency or service failure.

2. Carry out the duties of a Competent Person for HTM 01, 02, 03, 04 & 06 (subject to qualifications and assessment)

3. Undertake work as required outside of normal core working hours in the event as and when required and in the event of a major incident
