Summary

We are currently recruiting a Reviews Officer- Housing for our client based in Redbridge.

Responsibilities for Reviews Officer:

To carry out high quality, timely reviews of homelessness decisions (negative homeless decisions, suitability, discharge of duty) under section 202 of the Housing Act 1996; reviews functions under the Homelessness Reduction Act 2017; part VI reviews of Housing register assessments and housing offer through choice-based lettings

Assess and investigate homelessness applications to determine statutory duties and identify appropriate housing solutions.

Carry out statutory reviews of homelessness decisions, including eligibility, suitability of accommodation, discharge of duty, housing register assessments, and Choice-Based Lettings decisions.

Prepare legally robust decision letters, review reports, and recommendations in accordance with legislation, statutory guidance, and relevant case law.

Manage cases progressing to Section 204 County Court appeals, judicial reviews, and other housing-related legal challenges, working closely with legal services where required.

Provide comprehensive housing advice and homelessness prevention services, exploring a full range of housing options across the public and private sectors.

Develop, implement, monitor, and review Personalised Housing Plans (PHPs), working collaboratively with customers to prevent or relieve homelessness.

Build positive and productive relationships with customers, using effective communication, negotiation, and motivational techniques to encourage engagement with realistic housing solutions.

Negotiate with landlords, accommodation providers, household members, and partner agencies to prevent evictions, sustain tenancies, and maximise opportunities to prevent homelessness.

Identify creative and sustainable housing solutions through effective problem-solving, partnership working, and relationship building with accommodation providers.

Reduce the need for temporary accommodation by delivering timely decisions, effective case management, and sustainable housing outcomes while considering the wider financial implications for the Council.

Liaise with housing officers, social care teams, legal services, children's services, health professionals, and external organisations to deliver coordinated support for vulnerable customers.

Maintain accurate case records and management information, ensuring compliance with GDPR, data protection legislation, and statutory reporting requirements.

Record, monitor, and analyse homelessness and housing review data to support service improvement, identify emerging trends, and meet Department for Levelling Up, Housing and Communities (DLUHC) reporting requirements.

Prepare detailed reports, assessments, correspondence, and legal documentation within statutory timescales.

Manage competing priorities and complex caseloads while meeting performance targets, quality standards, and service level agreements.

Deliver a professional, customer-focused service by handling complex and sensitive enquiries with empathy, professionalism, and sound judgement.

Work collaboratively with internal departments, housing providers, contractors, legal representatives, and external agencies to deliver effective housing and homelessness services.

Apply relevant housing legislation, statutory guidance, council policies, safeguarding responsibilities, equality legislation, and best practice in all aspects of service delivery.

Contribute to the continuous improvement of homelessness prevention and housing services through effective partnership working, performance monitoring, and service development initiatives.
