We also play a crucial role in maintaining public trust by regulating the post-government employment of senior officials and special advisers under the Business Appointment Rules. We are now seeking two highly motivated individuals to join our high-profile organisation and help shape the future of public service.

This is a unique opportunity to engage across government departments and with senior civil servants and Civil Service Commissioners. The roles involve ensuring adherence to the standards set out in the Constitutional Reform and Governance Act 2010, the Civil Service Commission's Recruitment Principles (2018) and supporting corporate services across the organisation. You will also promote the values outlined in the Civil Service Code: honesty, integrity, objectivity, and impartiality.

We are recruiting for two roles, one within the Policy team and another in the corporate team. The job description and key responsibilities for each role are outlined below.

HEO Senior Policy and Casework Manager 

This job is based within the Policy team, which sits at the heart of the Commission’s work with Commissioners, departments and senior leaders. In this role, you will play a vital role in promoting the Recruitment Principles and Civil Service Code. You will support the application of these principles and the Code, and engage directly with senior stakeholders, Commissioners, and the public. 

The Civil Service Commission has the power to grant exceptions to the legal requirement that appointments must be made on merit through fair and open competition. In this role you will be leading on this important work which is vital for enabling the government to meet key priorities. 

Key responsibilities:

  • Line manage and develop an EO policy officer while driving process efficiencies and technological updates across the team.
  • Manage exceptional appointment requests under the Recruitment Principles and oversee complex casework.
  • Oversee the Commission’s inbox to deliver expert guidance and support the creation of policy materials for the public and recruiting organisations.
  • Build strong relationships and communicate effectively with senior stakeholders, including Commissioners and government officials.
  • Deliver the Commission’s training programme, leverage data to inform policy decisions, and report directly to the Board of Commissioners.

HEO Business Operations Manager 

You will support the running of the Civil Service Commission by providing expert corporate support. You will support the finance and corporate operations functions, liaising directly with senior stakeholders and colleagues in the Cabinet Office.

The Corporate team supports the Commission’s governance structure, manages the budget and oversees the production of the Annual Report and Accounts. We provide expert services to our stakeholders and are focused on innovation and continuous improvement.

Key responsibilities:

  • Serve as a line manager, empowering and developing an EO finance officer.
  • Using excellent communication skills to work with a range of senior stakeholders, including Commissioners and officials in the Cabinet Office, cultivating relationships where necessary.
  • Providing cover to the SEO Finance and Risk Lead.
  • Contribute to the organisational people strategy, proactively driving culture change and enhancing staff engagement initiatives.
  • Optimise business operations by collaborating with Corporate and Cabinet Office colleagues to innovate and streamline processes for maximum efficiency.
  • Deliver expert guidance and training on information management and data security to the wider team, ensuring compliance and best practice across the organisation.
