Summary
PRINCIPAL ACCOUNTABILITIES PROGRAMME MANAGEMENT Mobilise and lead stakeholders in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms. Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner. Maintain project initiation documents and associated plans with regular team meetings to monitor progress and resources. Demonstrate effective stakeholder management. Work with and support other project and programme managers and team members as and when required. Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business. Advocate the projects at senior and executive levels and ensure active engagementand sponsorship within NHS as a whole. Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS. MANAGERIAL/LEADERSHIP To support effective network arrangements which are embedded in the NHS adding value to patients, professionals and constituent organisations To manage the planning, delivery and assurance of nationally commissioned patient safety improvement programmes at a local level across the North West Coast To develop and use specialist and experience of network models and improvement science to achieve step changes in quality across complex pathways and systems of care. To manage and maintain credibility with all the key players within the network community, fostering a culture of collaboration for the delivery of equitable, high quality care. At times this will include acting as an honest broker reconciling conflicting views and interests. To understand, communicate and implement national policy through network improvement activities. To keep abreast of national best practice, ensuring this is shared and widespread adoption secured through advanced influencing skills. To foster a culture of innovation, through working in collaboration externally with academic and education structures such as the ICB and the wider ICS structures. To establish and maintain robust and systematic governance arrangements for improvement project activities. To establish and maintain highly effective communication routes in line with the needs of the diverse range of network stakeholder interests. To work collaboratively across HINs and with other networks. ORGANISATIONAL Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to short, medium- and long-term business plans, achieving quality outcomes. To ensure links and collaboration between clinical networks and HINs where there are synergies in pathways and work priorities. To engage and develop collaborations for quality improvement across whole health communities, for the realisation of equitable access to quality care and the achievement of outcome ambitions for all patients. To work with other structures, including HINs, aligning innovation, education, informatics and quality improvement. Uphold Health Innovation North West Coast and NHS policies and principles on the promotion of equality. To work with national level bodies ensuring alignment of policy and service transformation for patients. To play an active role in corporate activities (for example team meetings and timeouts) and information for corporate publications (for example, newsletters, blogs). PROFESSIONAL Operate effectively in a flexible and demanding environment and proactively engage with key stakeholders. Work effectively with a variety of external stakeholders and consultancies working on other projects and programmes as required. Communicate and provide highly complex information to a wide range of internal and external stakeholders (verbal, written and numerical) Deal with resulting potentially aggressive/antagonistic situations as required. Work and engage constructively with stakeholders on a range of business sensitive issues. Nurture key relationships and maintain networks internally and externally. Ensure close liaison with Health Innovation North West Coast communications team on public relations and marketing activities. Apply a structured change management approach and methodology in relation to change management. Deputise for more senior staff as required. Directly manages or directs the team of staff, responsible for day to day work assigned to programme area. Responsible for recruitment and selection of new team members. Responsible for undertaking appraisal and personal development and managing any employee relations issues. Forge close positive working relationships, in order to support an effective matrix approach to achieve NHS objectives. To support, motivate and develop people within the team. Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget. Financial responsibility Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis. Budget holder for assigned function/team, budget setting with the Associate Director. Responsible for ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny. Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Programmes and relevant forums. Research and Analytical skills The post holder will be required to analyse, interpret and compare options in relation to projects, programme benefits and risks across the organisations business. Draft detailed reports summarising status on issues, appraising outcomes, and providing progress reports for relevant forums. Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret and present data to highlight issues, risks and support decision making. This will include working with the communication team to determine how to run selected communications campaigns and how to respond to stakeholder requests on sensitive or complex issues. In addition, the post holder will be required to support the Head of Programmes in developing a range of evaluation tools and techniques specific to audiences and activities. Ensure evidence and analytics are secured to support and inform network activities, and support insight in the use of these to drive quality improvement. Promote the systematic application of the quality framework tools such as NICE Quality Standards, Best Practice Tariffs etc. Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information. Co-ordinate Research & Development initiatives, delegating as appropriate.
