The East Midlands Combined County Authority (EMCCA) is looking for Procurement Managers to join our growing Procurement Team. This is an exciting opportunity to play a key role in delivering compliant, innovative and value-driven procurement across a wide range of high-profile programmes that support the region's economic growth and prosperity.
Whether you're an established Procurement Manager or an experienced Senior Procurement Officer ready to take the next step, this role offers the chance to lead strategic procurement activity while working on projects that make a genuine difference across the East Midlands.
About the Role
Reporting to a Procurement Business Partner, you'll manage end-to-end procurement activity for a dedicated business area, acting as a trusted adviser to commissioners and stakeholders.
You'll lead procurement exercises from planning through to contract award, provide expert advice on procurement legislation and commercial matters, and help shape procurement strategies that deliver value for money, social value and sustainable outcomes.
Our Procurement Managers support one of two broad portfolios:
Place
Supporting procurement across transport, housing, regeneration, spatial planning, infrastructure, climate resilience and green growth. Projects range from lower-value procurements through to complex, multi-million-pound contracts.
Resources, Strategy & Inclusive Growth
Supporting procurement across skills and employment, adult education funding, further education, culture, tourism, sport and investment programmes that help drive growth across the East Midlands.
No previous experience within these service areas is required—we're looking for strong procurement professionals with the ability to build relationships, understand business needs and deliver excellent procurement outcomes.
What You'll Be Doing
You'll:
• Lead and deliver procurement projects from planning through to contract award.
• Provide expert procurement and commercial advice to commissioners and stakeholders.
• Ensure procurements comply with relevant legislation, governance requirements and organisational policies.
• Develop procurement strategies and specifications that support organisational objectives.
• Manage tender documentation, evaluation processes and procurement timelines.
• Build strong working relationships with internal stakeholders and suppliers.
• Identify opportunities to improve procurement processes, systems and ways of working.
• Produce reports, business cases and commercial recommendations to support decision-making.
• Support colleagues in understanding procurement routes, commercial risks and compliance requirements.
• Promote best practice and contribute to the continuous improvement of procurement across EMCCA.
