Summary

University Hospitals of Leicester (UHL) NHS Trust is one of the largest NHS Trusts in the country and are looking to appoint to the role of Trust Head of Strategic Financial Planning. 

This is a key role within the Trust’s Senior Finance Team and will be the Trust expert in financial planning, both operational and strategic and provide senior oversight to the financial transformation agenda.

• Responsibility for the Trust operational financial planning service including annual support to financial management colleagues to set budgets following finalisation of the annual financial plan.

• Leading the delivery of the Trust Long Term Financial Model (LTFM) within and outside the organisation including scenario based financial modelling and adjusting the plans in response to the analysis and changing organisational priorities.

• Ownership and co-ordination of Trust wide framework, policies format, timelines, requirements and actions for delivery of operational and strategic financial planning to be adhered to across the organisation.

• Ensuring full alignment of the financial plan with workforce and activity planning.

• Provision of senior financial support for the Trust’s Cost Improvement Programme, ensuring rigorous financial control is implemented across the programme.

• The nature of this role requires the post holder to build and maintain close working relationships throughout the organisation with stakeholders at all levels.

• To be considered for this role, you must be a qualified accountant and have a track record for delivery within a large and highly complex organisation

• This post will ensure the development of an annual planning process for the CMGs within the overall Trust financial framework, including timetables and outputs, which in turn link to the production of the overall strategic and workforce plans including an LTFM helping to drive solution-focused, financial ownership and accountability at all levels of the organisation.

• Be responsible for defining principles and co-ordinating the annual financial plan and ensure smooth transition of annual plan to annual budget setting within the income level negotiated with the Trust’s commissioners to the responsible Group Head of Finance for budget setting and maintenance.

• Support the Deputy Director of Finance (Strategic Finance and Planning) to manage the timely and accurate provision of financial planning information to Trust managers and Trust Committees.

• Be responsible for triangulation and analysis of financial performance determinants within annual plans and the LTFM; activity, income, workforce, cost drivers, cost improvement programme (CIP) and capital.

• Interpret national guidance and horizon scan to ensure the Trust financial planning process remains consistent with the requirements of NHSE/I submission deadlines.

• Create and sustain an environment of high motivation and achievement which facilitates achievement of directorate and Trust objectives.

• Responsibility to lead by example, acting at all times as an ambassador for Finance, across and beyond the Trust, promoting professional standards and attitudes throughout the Financial Planning team and beyond the department into the wider organisation.

• Responsible for the development and review of financial systems to ensure that the Financial Planning function can provide a comprehensive and effective service to the Trust.

• The post holder will produce ad-hoc reports for presentation at key financial committees within the Trust, ensuring highly complex information is shared in an appropriate and clear format reflective of the audience.

• The post holder will be expected to take part, and in some instances lead, on a number of NHS modernisation initiatives.
