A Personal Assistant (P.A.) is required in the Leeds area (Rothwell) to support a young boy aged 12 who has a diagnosis of Autism, social and communication difficulties, sensory processing, a knee problem (affecting mobility) and ADHD, in accessing local community activities. He requires support with personal care needs, for example, he has limited dietary intake (consistent with ARFID), he needs to follow a plan to meet his nutritional needs. He needs prompting with meeting personal hygiene needs (reminders to shower, brush teeth, change clothing, wear deodorant, get hair cuts etc). Guidance on wearing appropriate clothing and footwear for the activity/weather. He needs assistance with maintaining his emotional regulation. He is a happy verbal (selective mutism in certain situations) boy, with a pleasant disposition and likes gaming, music, dim lights, going to local parks (for racket sports), short walks, the cinema and the gym. He needs assistance to explore new social activities (e.g. museums, science museum etc) but is reluctant because he likes routine. He needs opportunities to socialize and make new friends, although he may not necessarily agree with this statement. He wants to try skiing. He must be closely supervised at all times due to his tendency of running off, potential challenging behaviours, and having no sense of danger and road safety etc. Hours Specification: He requires a P.A. for a total of 6 hours a week during term time and 8 hours during school holidays, worked flexibly on weekday evenings, but mostly to be required to work at weekends (Saturday). The working days can be flexible, however, He likes to have a routine, and therefore punctuality and stability are essential in this role. This position ensures effective budget planning, financial governance, and compliance with NHS policies to support high-quality healthcare services. The role involves collaboration with various stakeholders and leadership teams to deliver accurate financial reporting and support service redesign initiatives. • The position manages a 37.5-hour workweek, reports to the Head of Primary Care – Financial Management, and oversees 2 Finance Officers. • Key responsibilities include statutory reporting, budget preparation, financial planning, prescribing reporting and leadership in Primary Care commissioning finance. • Essential qualifications include being CCAB qualified with at least 2 years NHS finance experience and skills in NHS finance regimes, communication, and financial analysis. • Providing strong professional advice and support both within and across the ICB. • Ensuring that the ICB commissions cost effective care for its population within the resources available so that value to patients and taxpayers is maximised. • Responsible for statutory reporting requirements for Primary Care and Prescribing monitoring. • Ensure that reported information is timely, represents an accurate view of performance, any financial risks understood by financial and non-financial managers. • The post holder will act as the ICB Prescribing, LES, DES, Premises subject matter expert. • Prepare the ICB Primary Care annual budget for key deliverables such as the prescribing, enhanced payments, cost pressures, procurement developments and WRP delivery plans. • To set and communicate annual budgets with budget holders through the preparation of supporting schedules, presentations and approvals as appropriate. • Provide financial input into primary care business cases for service redesign and cost saving initiatives. • Monitor and update financial allocations for in year changes. • Preparation of budget level reporting, commentaries, forecasts and associated supporting schedules. • Deliver required working papers and month end reported information to the agreed timetable. • Ensure detailed procedure notes are maintained and regularly reviewed for all areas within your control. The Finance Manager – Primary Care will be responsible for statutory reporting requirements for Primary Care, associated NHS England returns and will meet the Board level reporting requirements. The postholder will assist with developing systems to provide accurate and timely financial reporting. They will act as finance lead for the Primary Care commissioning function providing sound financial and technical advice to both internal and external stakeholders and partners for contract management and service redesign.They will interpret complex changes in national policy relating to Primary Care and the financial implications for the ICB is a key component of the role. Key responsibilities The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions: - 1. Delivery of the ICB Primary Care finance reporting. 2. Preparation of the detailed ICB Primary Care annual budgets in partnership with finance colleagues. 3. Finance lead for the Primary Care commissioning function areas Key working relationships The post holder will have regular contact with a wide range of staff at all levels within the ICB, with senior and other representatives of local stakeholders, as well as with patients and their representatives.
